Why is swine flu on the rise in Thailand as it is not cold or rainy season there now?

As swine flu or Mexican flu is on the rise in Thailand, I had this question. They say flu is most likely to spread in rainy or cold season, but that is not the case in Thailand. Why is it spreading so rapidly now?

Also, is everybody wearing masks there now?
