When a college says that it will eliminate loans for low-income students, does that include stafford loans?

In other words, if a college eliminates loans for a student, does that mean the student will not have to take out stafford, perkins or other federally subsidized loans? Are they getting a free ride? Thanks!

any loans I suppose but their not gonna eliimant it too much because the loan people want money also
